November 3, 2026 – A Market Dissection from Sanonpipe
The “Golden September and Silver October” season is officially closed. November has begun, and the seamless steel pipe market that emerges is not one market at all. It is two.
On one side: commodity grades like ASTM A106 Grade B and API 5L Grade B, where mills are producing more than buyers need, inventories are climbing, and sellers are quietly conceding ground. On the other: high-specification alloy steel pipe and boiler tube grades, where heat treatment capacity, certification requirements, and limited qualified mills keep supply genuinely constrained.
Understanding which side of this divide your order falls on is the single most useful thing a buyer can do this month.
The Commodity Glut Is Real, and It Is Growing
The data from late October and early November is unambiguous. Seamless pipe mills ramped up production aggressively after the National Day holiday, with weekly output reaching 409,300 tons and capacity utilization climbing to 75.25% . But demand did not follow. Mill inventories climbed to 931,200 tons, approaching historical highs, while traders kept inventories low and bought only against immediate needs .
The structural picture is even starker. China’s seamless pipe capacity is projected to reach 46.46 million tons in 2026, while apparent consumption is forecast at just 25.61 million tons. Capacity utilization is expected to fall to 69.07%, the lowest level since 2020 . New capacity coming online is not old capacity replicated—it is concentrated in large-diameter and premium mills, which means even high-end producers are now competing downward into commodity territory .
In practical terms: if you are buying ASTM A106 B/C, API 5L B, or standard GB/T8163 fluid pipe, you are negotiating from strength. The mills need your order more than you need their specific pipe.
Where Supply Is Genuinely Tight
The commodity surplus does not extend to every grade.
ASTM A335 P91, ASTM A213 T91, and ASTM A790 Duplex 2205 remain constrained by factors that have nothing to do with raw steel availability. Heat treatment capacity for P91 and T91 is limited. Duplex requires specialized welding and testing. Certification requirements for NACE MR0175 sour service applications narrow the supplier pool to a handful of qualified mills.
The same applies to high-pressure boiler tubes and heat exchanger tubes in ASTM A213 T11/T22 and ASTM A335 P11/P22. Power plant maintenance cycles and petrochemical turnarounds generate steady, non-negotiable demand for these grades, and mills allocate capacity to long-term contract customers first .
The practical rule: if your requirement involves heat treatment, third-party certification, or sour service qualification, start your procurement now. Waiting for a price correction that will not come is a costly strategy.
Trade Policy: The Risk That Actually Moves Numbers
While headlines about the Strait of Hormuz continue, the trade measures that directly affect steel pipe pricing and availability are coming from trade authorities, not military ones.
Korea has initiated an anti-dumping investigation into Chinese seamless steel pipe, covering a broad range of HS codes and applications . The US has launched anti-dumping and countervailing investigations into seamless carbon and alloy pipe from Georgia and India, with a preliminary determination deadline of November 30, 2026 . These investigations do not directly target Chinese-origin material in every case, but they reshape trade flows and create uncertainty that suppliers pass on in pricing.
For European-bound shipments, the CBAM definitive period is now fully operational. Importers must hold CBAM Authorised Declarant status, and from 2027 the obligation to purchase certificates begins. Suppliers who cannot provide verified carbon data with green power certificates and scrap ratio verification are becoming commercially unviable for European buyers .
Freight and Currency: Friction, Not Crisis
Freight rates remain elevated but are not spiking. The Drewry World Container Index stood at $4,457 per 40ft container in October, essentially flat month-on-month. Schedule reliability, however, remains weak at just 40%, meaning the cost of freight is less painful than the unpredictability of when it arrives .
On currency, the yuan mid-rate was set at 6.7146 on November 2, down 8 basis points . The movement is modest. It is not a reason to delay or accelerate a decision, but it is a reason to be deliberate about contract timing if you are settling in USD.
What This Means for Q4 and Q1 2027
For buyers with remaining Q4 requirements, the market is forgiving on commodity grades and unforgiving on specialty grades.
For Q1 2027, the structural surplus in carbon steel pipe suggests that prices for ASTM A106 and API 5L grades are unlikely to strengthen significantly unless a major supply disruption occurs. Mills are already booking January production, and they are hungry.
For alloy steel pipe, boiler tube, and duplex stainless pipe, the opposite is true. Capacity is controlled, certification is non-negotiable, and the mills that can produce these grades know it.
A Practical Checklist for November
1. Classify your requirement. Commodity grade or specialty grade? The answer determines your negotiating position and your urgency.
2. For commodity grades, negotiate now. Oversupply is real. Ask for delivered pricing comparisons, not just ex-works.
3. For specialty grades, commit early. ASTM A335 P91, ASTM A790 duplex, and NACE MR0175 certified pipe are not materials to source at the last minute.
4. Check your supplier’s trade exposure. If they ship to Korea, the US, or the EU, ask how the investigations and CBAM requirements affect their delivery to you.
5. Request documentation samples before ordering. For European-bound EN 10210 and EN 10219 shipments, carbon files are now part of the production schedule.
Closing Note
November’s market is not difficult because demand is weak or freight is high. It is difficult because it is divided. The buyers who recognize the division and act accordingly—negotiating hard on commodity grades, committing early on specialty grades, and verifying trade exposure—will do better than those applying a single strategy to a market that no longer has one.
