The Peak Season Is Over. Here Is What Q4 Actually Looks Like for Steel Pipe Buyers

October 21, 2026 – A Market Reality Check from Sanonpipe

The “Golden September and Silver October” story is officially finished. For weeks, the industry repeated the same script: peak demand, tight slots, holiday logistics. Now that October is half gone, a less comfortable reality is setting in. This update is not about celebrating the peak season. It is about what comes after it.

The Post-Peak Truth: Supply Is Back, Demand Is Not

The most important shift in the market right now is not about geopolitics or freight rates. It is about the gap between how much seamless steel pipe mills can produce and how much buyers actually need.

Domestic data from mid-October tells the story clearly. Seamless pipe mills resumed production quickly after the National Day holiday. Weekly output rose to 385,400 tons, with capacity utilization climbing to 77.29% and operating rates up nearly 8 percentage points in a single week . At the same time, mill inventories climbed to 927,200 tons, rising week-on-week . More production did not meet more demand. It met cautious buyers.

The result is a market where carbon steel pipe grades like ASTM A106 Grade B and API 5L Grade B are widely available, but buyers are ordering in small batches, not bulk. The “peak season” expectation has largely failed to materialize for standard grades .

What This Means by Material

Material Category Post-Peak Reality
Commodity carbon grades (ASTM A106 B/C, API 5L B, GB/T8163) Oversupplied. Mills are competing on price. Buyers have leverage. The peak season did not absorb the extra output .
High-specification alloy grades (ASTM A335 P91, ASTM A213 T91) Still tight. Heat treatment capacity and certification requirements limit output. Not a buyer’s market .
High-pressure boiler and petrochemical grades (ASTM A335 P11/P22, ASTM A213 T11/T22) Balanced to firm. Demand from power and refining maintenance cycles remains steady. Supply is more controlled than commodity grades .
Stainless and duplex (ASTM A312 TP304/TP316L, ASTM A790 2205) Stable but specialized. Certification and testing requirements keep the supplier pool limited.
European structural standards (EN 10210 S355J2H, EN 10219 S355J2H) Supply is available, but CBAM documentation is now a delivery factor, not a formality.

Not every product tells the same story. The split is becoming sharper.

The practical takeaway: if you are buying ASTM A106 or API 5L B, you are in a buyer’s market. If you are buying ASTM A335 P91 or ASTM A790 duplex, you are not.

Geopolitics: The Headline Is Loud, the Market Impact Is Narrow

The Middle East situation has escalated in recent days. Reports indicate Israel and the US have discussed the possibility of renewed military action against Iran before upcoming elections, and Iran’s Revolutionary Guard has issued direct threats regarding the Strait of Hormuz . The US military claims the Strait remains under its control and that oil shipments continue .

For steel pipe buyers, the relevant question is not whether tensions are rising. It is whether those tensions are disrupting actual shipments. Right now, the answer is: not significantly. The Strait remains open to commercial traffic. What has changed is the cost of moving through it, not whether movement is possible.

The more concrete trade risk right now comes from trade policy, not conflict. Korea has launched an anti-dumping investigation into Chinese seamless steel pipe, covering carbon and alloy grades used in boilers, heat exchangers, and line pipe applications . The EU’s quota for Chinese “other seamless pipe” is reportedly exhausted, with over-quota shipments facing a 50% additional duty . These are measurable, immediate costs for exporters and their buyers.

Freight: The Surge Is Over, the Relief Is Limited

The freight market has shifted. The panic of Q3 has faded, but rates have not collapsed.

European route spot rates have softened from their earlier peaks. Maersk’s week 43 opening rate for Shanghai to Europe was $3,300 per 40-foot container, below earlier announced increases, with actual transaction levels closer to $3,000–3,100 after discounts . Shipping capacity is returning to the market as more vessels resume Red Sea routing, and November capacity is scheduled to increase .

For steel pipe buyers, this means freight is no longer the primary cost shock it was in August. But it remains elevated compared to historical norms, and schedule reliability is still inconsistent. The freight variable has moved from “crisis” to “friction.”

Currency: A Tailwind, Not a Strategy

The yuan has strengthened against the dollar through October, with the onshore rate breaking below 6.70 and reaching its highest level since 2022 . For buyers settling in USD, this means the same dollar buys slightly less steel pipe than it did earlier in the year.

This is a mild headwind for USD-based buyers and a mild tailwind for Chinese exporters. It is not a reason to change procurement strategy. It is a reason to be deliberate about contract timing.

What Buyers Should Actually Do Now

Stop waiting for a peak-season price correction that already happened. For commodity grades like ASTM A106 B and API 5L B, prices are already under pressure from oversupply. Negotiate now, not later.

Treat high-specification grades differently. For ASTM A335 P91, ASTM A213 T91, and ASTM A790 duplex, the market is not oversupplied. Lock in Q4 and Q1 2027 volumes early.

Check your supplier’s trade exposure. If your supplier ships to Korea or the EU, ask how the anti-dumping investigation and quota exhaustion affect their pricing and delivery. The answer may change your landed cost.

Request CBAM documentation before ordering. For European-bound EN 10210 and EN 10219 shipments, carbon files are now part of the production schedule. Incomplete documentation means delayed delivery.

Plan Q1 2027 now. Mills are already booking January and February production. The buyers who wait until December will pay for their patience.

Closing Note

The peak season is over. The market that remains is more divided than the one that entered September. Commodity grades are loose. Specialty grades are not. Trade policy is a bigger risk than conflict. And the buyers who understand this split will negotiate better than those still waiting for a rush that has already passed.
